confusing channel activation

I returned this item because no one could program it. It may be okay for someone more computer knowledgeable.

After purchasing what I felt would be the perfect radio, I find that there are NO outlets that can program this sCanner without incurring 100's of dollars in hours spent doing so. My last resort will cost about $100.00 and about 1 and a half months with ground shipping back to the east coast. I do not recommend this radio.
